Initial Guidelines for Online Gambling Released by New Jersey

Promotions are an important part of the online bingo industry. For well over a decade bingo operators have offered regular promotions to keep players coming back for more. Bonuses and promotions have been effecting marketing tools for operators. With the holiday season approaching many online bingo operators are rolling out their best promotions of the year. Early in the year the state of New Jersey legalized online gambling. So far the selection of games is limited to casino style games but in the future it is a certainty that some operators will offer online bingo.

Recently the state of New Jersey has clarified the rules and regulations for online gambling promotions. An advisory bulletin issued Wednesday by David Rebuck, director of the New Jersey Division of Gaming Enforcement was a good example of the challenges internet gambling has posed for the state. The Division of Gaming Enforcement had to issue guidelines to cover online gambling operations, new technologies and promotions and offers that did not exist before. Rebuck said several operators have approached the state with questions about what kinds of promotions they can offer to players including promotions that have wagering requirements attached.

The Division of Gaming Enforcement also approved the transfer of land based promotional offers to the internet. In its bulletin the Department said “At this juncture, the Division advises that bonus and complimentary programs approved by it in the context of brick and mortar operations are acceptable and can be implemented. This Advisory Bulletin is directed toward Internet-centric programs which are unlike those offered by physical casino operations. “Other new regulations include;
Terms and conditions must be “conspicuously displayed” to players.
Bonus terms cannot force a player to forfeit funds they have deposited.
Cashouts can be restricted by wagering requirements and there can be no cap on winnings using bonus funds.

Wagering requirements are often misunderstood by players and have been the source of many disputes. Under the new regulations a casino can require that a player’s first bets come from money they have deposited before the bonus money can be used. Once the requirements have been met all funds are unrestricted and the casino cannot place a cap on winnings. Players will be allowed to walk away from a promotional offer partway through and can cash out any initial deposit money remaining in their account.
